Dr. DiPede received his DMD degree from New Jersey Dental School in 1990 and a certificate in Advanced Education in General Dentistry in 1991. After private general practice, he earned a certificate in Prosthodontics at the University of California, Los Angeles in 1995, and then completed a subspecialty fellowship in Maxillofacial Prosthetics and Dental Oncology at Memorial Sloan-Kettering Cancer Center in New York. Dr. DiPede remained in Manhattan, in full-time private practice limited to Prosthodontics, before accepting a faculty appointment at New Jersey Dental School. He is currently Interim Chair of the Department of Restorative Dentistry, and Acting Director of Postgraduate Prosthodontics. Dr. DiPede is a Diplomate of the American Board of Prosthodontics, a Fellow of the Northeastern Gnathological Society, a Fellow of the International College of Dentists, a Fellow of American College of Prosthodontists, and a Member International Society for Maxillofacial Rehabilitation.

Welcome to another great year with the Middlesex County Dental Society. I hope you are having a relaxing and fun-filled summer. I also hope that you are as excited as I am about 2014, and you help us continue our tradition of success and reach newer highs. It is a distinct honor to serve as President of this wonderful organization.
As I sat down to write this message, I could not help but reflect upon my journey from becoming a brand new member until now and about what really got me into this role. It, most definitely, was a combination of contributions. One of them, significantly, was a very professional and heartwarming welcome by Dr. Ethan Glickman and Dr. Richard Kahn when I first attended the general meeting in the fall of 2006 as a newbie. I was introduced to many other members of our society and its board of trustees and had a chance to speak to them about the practice of dentistry and its future. Another important factor was the dedicated volunteerism, knowledge and camaraderie that I witnessed time and again at the many board meetings I attended. Some of these boards of trustees and senior MCDS members became my mentors and friends as I searched for, and setup my practice. These experiences taught me the literal meaning of ‘Organized Dentistry’ and “Giving Back”. Yet, when asked to join the ranks five years ago, I had to pause. Was I ready? It seemed like a daunting task that required commitment and time away from family and practice. However, it was also a challenge, an opportunity for both personal growth and satisfying my desire to give back. I am glad I said ‘Yes’. It has been an enlightening and a personally satisfying journey. With confidence, excitement and backing of the brain trust of this organization, I start my new journey as President.
Thanks to Dr. Sunny Satwah and Dr. Ira Rosen, once again we have a comprehensive continuing education program with a full day course in April 2015, covering a wide variety of topics that will not only help you enhance clinical dentistry but also provide valuable insights to improving business efficiency.
The strength of our organization is premised on the level of involvement by our members. The present success and growth of MCDS would be impossible without the active support and commitment of our present and past board members. But continued growth also requires fresh ideas and new leadership. I encourage you to attend the board of trustees meetings, get involved in organized dentistry, become leaders and add value to yourself and our organization through your contribution. See you soon!

Educational Coordinator’s Report-Genevieve Fernandes
We had an amazing turnout at our last full day MCDS CE event. Dr. Ruddle was terrific as usual and shared with us a wealth of endodontic information. Thank you to all of you that attended this event. This Tuesday, May 13th at Pines Manor, Edison, NJ we will have the rescheduled “NJDA Officers’ Night and Life Member Presentations”. This general meeting was rescheduled from 1/21/14 due to the snow storm. We will start at 6:00PM with cocktails and Hors d’oeuvres, followed by a sumptuous dinner. In addition, a special presentation to our deserving New Life Members will be featured.  Life Members have been members for 30 consecutive years, or 40 years total. On Tuesday May 13th, we will honor our members who have reached this milestone in their careers, and acknowledge their contributions.

ADA Delegate’s Report-Daniel Krantz, Richard Kahn
The ADA is lobbying to get $10 million dollars in funding to be given to state and local organizations that oversee programs that provide free dental care. This money is for administration of the programs. These would include GKAS and Mission of Mercy Programs. The other issue is to request Congress to raise the amount of interest that can be deduction for educational debt from $2500 to $5000, and to do away with the income phase out for being eligible for this deduction.
NJDA Trustee’s Report-Mitch Weiner
From the NJDA BOT Meeting 4/23/14: Dental Lifeline Network (formerly Donated Dental Services) - a $50,000 grant from Horizon was withdrawn, leading to a large shortfall and jeopardizing maintaining present personnel.  Because DDS treats mostly adults and funding from access to care avenues like PEW only fund children’s initiatives, DDS is looking to NJDA to help with the shortfall. The NJDA BOT voted against including a line item in the annual dues statement under ‘voluntary contribution’. However, the BOT voted to donate $2500 to the DDS shortfall and recommend that the components consider making contributions as well. In addition, the NJDA BOT directed NJDA staff to assist in online fundraising marketing to NJDA members.
Annual Session- Beginning with 2015, the NJDA Annual Session will be a ½ day Thursday and all day Friday event. The HOD Meeting will take place at another time at the Pines Manor in order to save money. The Presidents Dinner Dance, traditionally held at the Annual Session, will be held instead at a venue in the component of the President being honored that year.
HIPPA Security Rule- All dental offices must have a security control plan (risk assessment) for use of electronic communications in their offices. Unencrypted patient info on laptops and/or mobile devices is very dangerous as it applies to present HIPPA rules, which can lead to fines as high as $2 million.
NJDA Website- There is now a Component Dental Education section in the NJDA Website for promotion of component CE.
NJAO Proposal- The NJ Association of Orthodontists seeks to amend the Peer Review Policy manual to permit appeals of Peer Review decisions that involve orthodontists to go directly to review by the specialty organization. Given that Peer Review is an NJDA entity and binding arbitration, NJAO representative Dr. Mel Feldman was directed to inform his organization that the ortho specialists conducting the appeal review MUST be NJDA members who have completed NJDA’s Peer Review training and that the appeal review be conducted with those said members acting as representatives and under the jurisdiction of NJDA Peer Review and not NJAO.
Art Meisel Contract Renewal- Arthur Meisel’s contract with the association was renewed by the NJDA BOT for 5 years beginning January 1, 2015.

MCDS has a new number 732-764-MCDS. It has been updated on our website. We are trying to contact google to change it on the worldwide web and also the local telephone company for their assistance. 111 people attended Dr. Ruddle’s Endo course (77 MCDS members, 19 non-members, 15 NJDA members). 38 people are registered for the OSHA course.
NJDA Council Reports:
Annual Session-Nainesh Desai
Garden State Dental Conference and Expo will be held on June 27th and 28th at Revel Casino Resort in Atlantic City. Dr David Garber is the featured speaker for Friday. We also have many other exciting speakers and topics for both Friday and Saturday covering both clinical and practice management issues. Rooms have been sold out at Revel. NJDA has added additional block of rooms at Showboat which is right next to Revel. At least 100 more rooms have been booked already for this event as compared to last year. The exhibit floor has been completely sold out. No decision has been made yet as to the location and plan for the 2015 meeting. The next council meeting will be on Thursday, May 22nd.

The next Council on Membership meeting will be on May 12, 2014. We are establishing a mentor -mentee list with the Rutger’s dental students. Mrs. DeCotiis of NJDA will have the student list available at the next council meeting. Any member who is interested in being a mentor to the dental student should contact Marlene Glickman. A signup sheet will also be available at Tuesday night’s general meeting.

Corporate Sponsorship-Ira Rosen
Thanks to our close relationship with the Tulsa division of Dentsply Corporation, we were able to bring Dr. Clifford Ruddle to speak at our MCDS all day course on April 11, 2014.  The feedback from the attendees was excellent and as a result of our partnership with Tulsa, the course was a tremendous success. Due to this success, our goal in the future will be to seek Corporate Sponsors who bring in their own speaker and cover their honorarium and expenses similar to Dentsply rather than MCDS seeking a speaker and then needing to find sponsors to cover our costs. Bank of America will be our sole sponsor at Officer’s Night.
Mentor-Nima Mir-Madjlessi
Our bi-annual OSHA program that satisfies the OSHA standard on Occupational Exposure to Blood Borne Pathogens, which is required annually for dentists and staff, will be given on June 19, 2014 at St. Peter’s Medical Center, New Brunswick. Two CEU credits are awarded to the Dentists & staff members attending these 2-hour seminars. These seminars are available to our members & staff for $25/pp as a member benefit of MCDS.
A very big “Thank You” to Dr. Joe Fertig, Director of Dental Services - St. Peter’s Medical Center, for arranging all our room accommodations for the MCDS-OSHA-Mentor programs at St. Peter’s Medical Center in New Brunswick.
New Dentist Committee-Sanjeev Satwah, Genevieve Fernandes
The New Dentist Committee will be sponsoring the Resident’s Breakfast at the annual session on the Saturday morning. This breakfast mainly serves as a ‘congratulations’ to the residents of the programs that will be graduating this summer.

The committee met on Tuesday July 29th at Aja Restaurant. Drs. Bernstein, Desai, Madjlessi, Modi, Rosen, Satwah and Schambra attended the meeting. For 2014-15 general meetings, all speakers and dates have been finalized. Our Full day course will be presented by Ms Lisa Philip, RDH on Wednesday April 22nd on practice management. The same speaker will also be presenting to the member dentists at the Tuesday night general meeting (April 21st). Benco Dental will be covering the travel and honorarium of the speaker for both days. Contracts have been signed with Pines for all general meetings for 2014-15 (details are being worked out for the full day course). For the full day course, Dr. Rosen made a proposal to make it a more efficient event with 5 CE credits. The course would run from 8:30 am to 2 pm, with breakfast and registration from 7:30-8:30 am and a break from 10:45-11:30 am. After discussions, this proposal was approved by the committee. There was also a discussion about staff night, options, venues, cost etc. It was decided to defer the final decision about 2015 staff night to the future board meeting. Thank You to Dr. Satwah for putting together this CE program, and to Dr. Rosen for his efforts in organizing speaker and sponsor for the Full Day course.
MCDS Study Club-Genevieve Fernandes, Nima Mir-Madjlessi
Wednesday:  May 21, 2014 Registration:  6:00 PM Lecture: 6:30-8:30PM at NJDA Building. This tuition-free seminar is available to our dentist members as a member benefit of MCDS.
Speaker:  Dr. Nainesh Desai Topic: “Avoiding Mistakes and Minimizing Complications at Every Step of Implant Therapy.” All Restorative dentists and specialists at different levels of dental implant therapy experience (novice to advanced) will benefit from this course. A motion was made by Dr. Fernandes, seconded by Dr. Goldstein and all in attendance were in favor to invite non MCDS members to our study club meeting. There is no cost to MCDS.
Old Business
Dr. Rosen will purchase the digital camera for both residency programs as approved by the Board last month. He will try to obtain better pricing since many board members expressed interest in purchasing the same camera for their private practices.
The Board discuss various strategies to come up with a marketing plan where NJDA will match up to $2,000 to help with retention and recruitment of member dentist. Some of the discussion was to invite non-member dentist to our 7 evening courses, partner them with a board member, provide for their dinner and CE credit in hopes of them becoming a member again. This would be open to the first 10 dentist that sign up and would be a one time, 1 year opportunity. Another option is to focus on new Dentist in tandem with the “New Dentist Committee.” The discussion was tabled.
New Business
E-mail was sent to all delegate and alternate delegates of MCDS to see who will be attending the Sunday morning House of Delegates meeting and staying at the Revel on Saturday night.

In Memoriam

Neil Michael Roth

Neil Michael Roth, D.M.D., 69, died peacefully at home on Friday, August 1, 2014, surrounded by his loving family. He was born on July 30, 1945 in Sioux Falls, South Dakota, where his father was stationed as a Major in the Army Air Corps during World War II, and lived in Colts Neck, New Jersey.

Neil is survived by his wife, Sue Corotis Roth; his son, Matthew Garrett Roth; his daughter, Sydney Blair Roth; his future son-in-law, Jayson Harold Seidman; and the family’s golden retriever, Remy Martin Roth.

He practiced dentistry in South Amboy, New Jersey for over 40 years, a business that once belonged to his father, Alexander Roth. He also ran Garden State Foliage with his partner, Zsolt Kruppa. He was a Diplomat for the American Board of Orofacial Pain and served as a member of its Examination Council. He was awarded a Fellowship in the Academy of General Dentistry. He was an active member in the New Jersey Dental Association and American Dental Association, and served as both Trustee and Vice President for the Middlesex County Dental Society. He was also the founder of the Hudson County Heart Association’s CPR program. He was a loving husband of 35 years and an amazing father. Friends always commented how his smile would light up a room.

NJDA Noteworthy News

-Rutgers’ requested financial support in the amount of $2,500 for its Summer Research program and another $2,500 to support the Indian Health Reservation program.

-A motion was made, seconded and ADOPTED by the Board to support Rutgers’ Indian Health project in the amount of $2,500.

-A motion was made, seconded and ADOPTED by the Board to support Rutgers’ Research Fellowship in the amount of $1,500.

-The Council on Annual Session set the dates for its conference and expo as May 1 & 2, 2015. The Board of Trustees unanimously ADOPTED the May 1-2, 2015 date for the 2015 Garden State Conference and Expo to be held at the Princeton Marriott. The question remaining was where the House of Delegates would meet. The Board of Trustees chose the date of June 3, 2015 for the House of Delegates meeting to be followed by the Reorganization Meeting. The Board unanimously ADOPTED the June 3, 2015 date for the House of Delegates and the Reorganizaton meeting to be held at the Pines Manor in Edison, N.J.

-We are moving towards making all forms web-based, not PDF based. She also reported that from now to the end of the year she will create a page for prospective members.

-The 2015 Annual Session is scheduled for May 1-2, 2015 at the Princeton Marriott, Princeton, New Jersey. We will set up a room block at the Princeton Marriott as well as with three other properties in Princeton. The sponsors have provided for the Exhibitor Prospectus and the marketing for the CE line up for A.S. will begin in October.

-The Dental Team Forum will be held October 1st at the Renaissance Woodbridge Hotel. We have 5 speakers lined up, you will receive 6 CE credits , a shredding truck will be available and you can take a digital photo with your team. September 1st we will start working with the partners for 2015.

-We have 4,397 members paid to date; sixteen ahead of last year at this time. Current focus is on the non-renews.

-ADA Strategic Promotional Incentive – The ADA has identified three groups to target for recruitment. Two of the groups are not relevant to New Jersey. The third group is dentists 5 to 10 years out of school. This group will receive a one-time 50% dues reduction. The Board agreed that we will participate in this SPI with the ADA and staff will proceed with the process of advising the components and asking if the component will participate as well.
-Mentor Program – Rutgers Alumni Association and ASDA are working with NJDA to develop a new student and new dentist mentoring program. Plans are to kick-off the program in October at a social event to be held at the NJPAC in Newark. The Alumni Association is working on this event.

Leadership Program – the next leadership event will follow the EBA Business to Business breakfast on October 22, 2014.

-NJDA submitted comments on the proposed amendments to the regulation defining Unfair Claims Settlement Practices, to include claim payments made by alternative means (e.g., debit/credit cards, electronic payments, etc.) without the voluntary consent of the enrollee. NJDA’s comments sought to clarify that the rule would apply to claims payments made directly to treating practitioners, and also requested that the rule specifically include third party administrators.

-Dentists with minor children whose medical insurance plans renewed after January 1, 2014 are being told by brokers that they must purchase a separate dental plan. As previously reported, individuals who purchase a medical plan on the insurance exchange do not incur a penalty if the dental coverage is not purchased, but if the medical plan is purchased directly or through a broker, the ACA requires medical plans to obtain “reasonable assurance” that a separate dental plan was also purchased and brokers are mandating that dental coverage be purchased as a condition of obtaining medical coverage.

-DCU (Drug Control Unit) advised that a Certification of the Destruction of NJPB form must be completed for both the old and new format of prescription pads.

-NJDA is also attempting to clarify whether or not a dentist who opts-out of Medicare would be precluded from participating in a Medicare Advantage Plan. Dentists who treat Medicare patients with Medicare Part D (prescription drug) coverage must decide by next June to either enroll in or opt-out of Medicare in order for prescriptions they write to be covered.

COUNCIL ON GOVERNMENTAL AND PUBLIC AFFAIRS, AUGUST 13, 2014 MEETING

Non-Covered Services Legislation Update- Meetings have been taking place between Jim Schulz , accompanied by member dentists, and legislators to educate them on our justification for the non-covered services legislation. These meetings have gone well and we are anticipating moving this legislation in the fall.
Dental Services Corporation Act Proposed Legislation-This is legislation that Delta Dental is pursuing that the Council reviewed. The Council unanimously took the position that there was nothing in this legislation that would be harmful to our membership and that it should not be opposed by NJDA.
Corporate Dentistry NJDA Regulatory Proposal Update-A petition for rulemaking to reaffirm the State Board’s regulatory guidance with respect to the Corporate Practice or unlicensed practice of dentistry was filed last November by NJDA Executive Director Arthur Meisel. Mr. Meisel recently had a meeting with the State Board on this matter that legal representatives for corporate dentistry also attended. Those representatives agreed with Mr. Meisel’s interpretation of the law. As a result, Jim Schulz feels that a bill to change the wording of this law to permit corporate entities to operate dental practices in NJ could be initiated by corporate dentistry legal representatives in the near or distant future.
GPR Training Proposal- The Council was approached by a NJ GPR Residency Director asking for us to consider legislation that would mandate a GPR as a condition for licensure in NJ due to the scope of medical knowledge and interdisciplinary training that is needed for competency as a general practitioner in this day and age. The Council had a lengthy discussion on the merits of such legislation and although there was strong agreement on its worthiness, the Council decided to table any action on this matter until all of the pros and cons could be thoroughly analyzed and considered.
Amalgam Waste Update- The implementation of mandatory amalgam separators and best management practices in dental offices has apparently resulted in a decrease of 36% in wastewater mercury effluent concentrations and a 31 % decrease in sewage sludge mercury concentrations.
State Board Reappointment – The Council reaffirmed our decision to recommend the reappointment of Dr. Richard Riva to the NJ State Board of Dentistry upon the expiration of his present term.
Paid Sick Leave Legislation- Legislation has been proposed that would mandate 1 hour of paid sick leave for every 30 hours of work for both full and part time employees. The legislation would also require additional record keeping requirements. It is Jim Schulz’ belief that although it is unlikely to be signed by Governor Christie, it will most certainly be signed by the next Democratic governor in the coming years. The Council instructed Mr. Schulz to oppose the legislation and authorized him to have NJDA join the coalition of pro-business entities that have banded together to oppose the bill.
Funding for DDS (Donated Dental Services)- Many of the patients that were served by DDS (now called Dental Lifeline Network) are now served by Medicaid, which has resulted in a loss of about $100K in funding for DDS.
LGBT Healthcare Issues- It has come to the Council’s attention that Healthcare issues are a big topic of concern in the LGBT community and that an out NJDA member dentist that can act as a liaison between the Council and the LGBT community on such issues may be warranted. This matter will be discussed further at our next meeting.
