Dr. Harold S. Baumgarten received his DMD degree from the University of Pennsylvania in 1977 and his certificate in Periodontics in 1981. He also received a certificate in Periodontal Prosthesis (Fixed Prosthodontics) in 1982 from University of Pennsylvania. Dr. Baumgarten lectures both nationally and internationally on various topics such as Implant Prosthodontics, Advanced Restorative Dentistry, Esthetics, Occlusion and Computers in Dentistry. He maintains a successful private practice in Philadelphia and has published numerous articles. Dr. Baumgarten is a member of the Academy of Osseointegration, Greater New York Academy of Prosthodontics, American Academy of Periodontology and the Philadelphia County Dental Society, Omicron Kappa Upsilon.
During the last decade, advanced technologies have had a major impact on how dentistry has been practiced. These technologies have changed the manner in which we gather diagnostic information, how we plan and execute surgical procedures as well as how we fabricate dental restorations. This lecture will discuss how new digital technologies have impacted the practice of implant dentistry. Topics covered will include: CAD/CAM single and multiple tooth restorations, CT guided surgery and provisional restorations and what implants can and cannot do.
Well, we've been blessed with a mild winter so far, and I hope this welcomed trend continues. Happy February to everyone, and let's hope the groundhog is kind to us. I'd like to thank the officers of NJDA for attending our annual officer's meeting and updating us on the latest challenges facing our profession and accomplishments of organized dentistry. It is particularly interesting and enlightening to hear the current goals and obstacles our PAC is focused on. This annual update from Jim Schultz always proves to be the most compelling reason to contribute to PAC. I ask everyone who has not yet done so to contribute to PAC as generously as possible. It is the best and most affordable insurance available to protect the interests of your profession, and without your contribution we face the concerning possibility of losing opportunities of face time with the legislators writing the laws impacting us, potentially with devastating effects.
The celebration of 100 years of MCDS is underway, and we are pleased to announce a date for our centennial evening gala. This memorable celebration will take place on Saturday, October 13th, 2012 at the East Brunswick Hilton. It will be an elegant night of dining, music, dancing, entertainment, remembrance, and camaraderie. Please mark your calendars reserving the evening to join friends and colleagues for this night to remember. Spouses and guests are not only invited but encouraged. Let's take this opportunity to celebrate and show our support for 100 years of excellence.
We also are pleased to announce that we have begun the preparation for this year's annual Staff Night. The theme will be a country western evening, including county music, dancing and many other activities. So polish up those cowboy boots and get your 10-gallon hats out. It won't be an evening to miss. Registration forms will be coming with the newsletter and will be available on the MCDS website soon.
We look forward to and are very proud to present our speaker this month, Dr. Harold Baumgarten, who will be speaking on the topic of Advances in Implant Dentistry. He has presented to MCDS on several occasions in the past and has always been a crowd favorite. I know it will be an informative and interesting lecture. I hope to see you all there.

Our next meeting on January 17, 2012 is Officers Night. Phyllis Cortazzo has e-mailed invitations to all Middlesex members requesting them to attend. We have confirmed Dr. Barbara Rich- President NJDA, Dr. Michael Massena- President Elect, NJDA officers Meisel, DeCotiis, Schulz, Elmore, and Maureen Barlow (the new NJDA director of meetings and events) to attend. We will also honor 5 distinguished life members.
This year’s staff night will be a “Hoedown” theme.

NJDPAC Report-Mark Vitale
The board discussed at length about ways to improve PAC contributions and more importantly, about increasing awareness amongst the member dentists about how PAC helps their practices. Dr. Vitale gave a detailed report, which is too long to be presented in a newsletter but will be posted on our web site. By now all of you have received your dues statement from NJDA. Hopefully you have taken the time to renew your PAC contribution. If not, please do so immediately, as your dues and your PAC contributions provide our profession with the ability to maintain the profession of dentistry as we know it. This past year fewer than 30% of our members contributed to PAC. Now is the time to step up and be heard. We need participation that approaches 100%. PAC enables us to protect our profession and the patients that we treat; it allows us to maintain our practices as successful businesses; and it provides us with the ability to care for our families at a rewarding level.
Give Kids a Smile-Cavan Brunsden
NJ Give Kids A Smile, on Friday February 3, 2012, is celebrating it’s 10th year of delivering dental care to our state’s most needy children. It has been recognized by the ADA for its outstanding achievements and will be honored by a visit from our ADA president Dr William R. Colton. Dr Colton will be visiting UMDNJ-New Jersey Dental School and Bergen Community College’s Dental Hygiene program in Paramus. In addition, daytime television star Julia Barr, (Brooke English of ‘All My Children’) is serving as our celebrity spokesperson. Delta Dental has underwritten a PSA that spreads the news about our state program. There are over 100 dental locations that are still in need of volunteer help from dentists. NJDA Council Reports:
Annual Session-Nainesh Desai
Following a very successful meeting from 2011, The 2012 Garden State Dental Conference and Expo will be at the same location, The Ocean Place Resort, in Long Branch on June 22nd and 23rd. The theme of this meeting will be “Technology” and famous practice management expert, Linda Miles will be the keynote speaker on Friday. Potential exhibitors are being contacted routinely. Preparations are also on for the 2013 meeting and a speaker list is being finalized and sponsorship is being sought for the same. Saturday meeting in 2013 will have a ‘Showcase of New Jersey talent” with some locally known speakers. The next council on annual session meeting is on January 19th, 2012.

Membership-Tara Savage
NJDA has 4,565 members as of October 18, 2011. This is down 84 from last year at this time. There have been 79 dues waivers to date. There have been 153 new applications received so far this year.
NJDA will continue the Recruitment Rewards Program which began last year. Members will receive a $50.00 credit toward their next dues for each new member they refer, limited to $250.00 per year. In order to get credit for the referral, the new member must indicate the source of the referral at the bottom of their application. The council decided to eliminate the component competition part of the program since they only received one referral through the program this past year.
Tricia DeCotiis has been working on recruitment at New Jersey Dental School. So far she has met with the first and second year dental students. She has plans to also meet with all of the postgraduate dental students.
NJDA wants to use the annual convention as a recruitment and retention tool. Plans for next year include having a membership kiosk set up to provide attendees with membership materials. The ADA has agreed to attend and man the kiosk offering recruits the benefits of membership.
Last spring NJDA submitted an application for the ADA’s Membership Program for Growth. New Jersey was one of the states selected and the ADA awarded the NJDA a $15,000 grant to be used for membership growth. The NJDA membership growth plan will focus on select ethnic/gender groups, in particular Indian and female dentists and members of the Indian Dental Association of North America-NJ (IDANA-NJ) and the American Association of Women Dentists-NJ (AAWD-NJ). The NJDA will be partnering with these societies to offer resources to support their membership needs. NJDA is already in the process of planning three programs that will focus on the women dentists in New Jersey. All female dentists in the state, both members and nonmembers, will be invited. The first program is tentatively scheduled for Friday, January 6, 2012 from 9:30-11:30 am. Three female legislators from NJ will be speaking in an informal roundtable discussion. The second program is tentatively scheduled for March 2, 2012 and will feature a practice management/motivational speaker. The third program will be in April and will be a clinical presentation tied to cancer and oral health. If anyone is interested in helping with these programs they can contact Tricia DeCotiis at NJDA.
Dr. Ethan Glickman gave a presentation to the Council to discuss innovative membership programs such as dentist and hygiene study clubs, mentor programs, arranging speakers and corporate sponsors for component monthly dinner meetings, mentor programs for the UMDNJ dental students, senior citizen programs, and others. Dr. Glickman has offered to be a consultant to any of the components interested in developing these programs.

We had two cases go to plenary hearings since our last BOT meeting. Both cases have been successfully closed.
Committee Reports:
Mentor-Amit Vora/Nima MirMadjlessi
Our next bi-annual OSHA program that satisfies the OSHA standard on Occupational Exposure to Blood Borne Pathogens, which is required annually for dentists and staff, will be given on June 2, 2012 at St. Peter’s Medical Center, New Brunswick. Two CEU credits are awarded to the Dentists & staff members attending these 2-hour seminars. These seminars are available to our members & staff for $25/pp as a member benefit of MCDS. A very big “Thank You” to Dr. Joe Fertig, Director of Dental Services - St. Peter’s Medical Center, for arranging all our room accommodations for the MCDS OSHA-Mentor programs at St. Peter’s Medical Center in New Brunswick. Dr. Larry Brent presented our last mentor program on December 9, 2011. He spoke about: “Everything I did not Learn in Dental School” at the NJDA Headquarters, North Brunswick. Three members were in attendance. Please see the insert in this newsletter for additional information and registration for the Mentor/OSHA program.
Dental Hygiene Study Club-Alyssa Bernstein
The Central New Jersey Dental Hygiene [CNJDH] Study Club will meet on Wednesday January 11, 2012 at the Crowne Plaza Hotel, Rte 27 South, Edison NJ. The speaker will be Dr. Shampsee and he will be discussing Osteoporosis. The last meeting of the study club was on Wednesday November 9, 2011 and Dr. Sellari spoke on dentistry and ergonomics. Two CEU credits were awarded to the 25 hygienists that attended. Two CEU credits will be awarded for this seminar. This CNJDH study club is available to our hygienists as a Dentist-member benefit of MCDS. MCDS Study Club-Tara Savage
The MCDS study club met on December 6, 2011 at 6:30 pm at the NJDA headquarters in North Brunswick. Dr. Richard Kahn gave a presentation titled “Real World Implants.” 2 CE credits were awarded. 11 members attended the meeting. The study club is a member benefit available to all MCDS members. Old Business
Celebrations for the Centennial year are on its way. For the first general meeting of 2012, a cake cutting is planned to celebrate the 100th anniversary of MCDS. The MCDS centennial committee has been working efficiently to prepare for the Centennial Dinner. The dinner will be a Saturday evening event on October 13th, 2012 at the Hilton Hotel in East Brunswick. The cost will be $200 per couple. There will be a cocktail hour followed by the Dinner dance with performance by “The Bassboards”, a band with professional musicians who have had performances throughout many states in the Northeast region. Some of salient features of the celebrations include: honoring all 100 past Presidents of MCDS, Inviting friends and families of all living past presidents, NJDA officers other components, political representatives and other dignitaries including the President of The United States. A multifaceted marketing will be done to maximize awareness and participation. All MCDS members interested in helping out with the event can do so by contacting the board.
New Business
Dr. Glickman proposed the setup of a Rutgers pre-dental society committee to provide a shadowing program for the Rutgers students in that society. Regular programs can be organized with participation from MCDS members exposing the future dentists to our profession. The proposal was approved by the board. Dr. Glickman will start the committee along with Dr. Maha Kaga.
Dr. Savage mentioned that Middlesex Community College hygiene program asked for help from MCDS to train dental hygienists learning to give local anesthesia at the college program.
Good & Welfare
Dr. Ethan Glickman and his wife Marlene were blessed with one more granddaughter, Jacqueline. Heartiest congratulations and best wishes to their family. Also, our prayers and best wishes are with Dr. Robert Ashmen and his wife Robyn, who is scheduled to undergo a renal transplant on Thursday, January 19th.

2012 Garden State Dental Conference & Expo:
A Bridge is Under Construction
Last year's Garden State Dental Conference & Expo will be a tough act to follow. After all, it drew more dentists than any time in the last 10 years. More people brought their families than any time in recent memory. And, exhibitors have never had more positive things to say about both the location and the exhibit floor traffic. Walking around the adjacent Pier Village at night, it was great to see familiar faces, restaurants filled with dental professionals eating alongside supply company representatives and people simply strolling along the beach and boardwalk.
The NJDA has every intention of topping last year's performance. The NJDA staff, directed by the Council on Annual Session, is hard at work building a conference that will bridge the traditional street fair–style event you have come to know and love and the world of mobile & wireless technology and social media. The 2012 Garden State Dental Conference & Expo, June 22-23, is under construction—a bridge under construction. More details are forthcoming, but we can assure you the conference will debut some things you've never seen before at an NJDA event.
We are once again at Ocean Place Resort in Long Branch. Led by new management, the property is undergoing some improvements of its own to better position it for the planned growth of the area. The spectacular resort, along with planned activities for children and CE and social events for dentists, auxiliaries and office staff alike, are bound to make the 2012 conference one for the ages. The only thing that can make it even better is your presence.
Dental-related companies are booking their exhibit floor space every day. Dentists are telling us how excited they are that we are back at Ocean Place Resort. We hope to see you, your family and your staff at the conference this year.
NJDA Council on Governmental Affairs
Smile Check 2012- This is a program initiated by NJDA that grew out of the Pew Report on Oral Health Access in NJ that gave NJ an "F". NJ, due to the fact that we have no state dental director, has fallen behind other states in collecting data on the oral health of children in the state. The NJ Oral Health Surveillance Program (Smile Check), much like the similar CDC program, will give a better understanding of the dental caries rates in NJ children. Screenings for caries and sealants will be performed using volunteer dentists on 3rd grade children. Both the NJ Dept. of Health and NJ Dept. of Education are supportive. Delta Dental has donated $10,000 towards the effort and the program is seeking another $2500 from NJDA.
Governmental Affairs Update:
NJDA General Supervision Legislation- Was moving along (got through Assembly) but its movement was slowed down in Senate Commerce Committee hearings (they met only 3 times since summer) and the legislative session ended without action by the Senate. Now, with the new legislative session about to begin, the bill must be re-introduced and we must push for it to be heard again. The task will be tougher now since the Assembly will be less likely to move fast on legislation that the Senate sat on in the past, but we are optimistic that our relationships with important legislators will allow us to give the bill new life.
Cosmetic Surgery Tax Repeal Phase Out- This would phase out the 6% cosmetic surgery tax by 2% a year over 3 years. It passed out of both houses and is now on the governors' desk. It looks very favorable that he'll sign it. Hospitals are not happy with the bill (Charity Care will take an $11 million hit) but the 3 year phase out will make it more palatable.
Pharmacological Injectables Regulation Update- Due to an inquiry by a pharmacological injectables course organizer to the State Board, it was ruled that injectables in the forehead/crows feet region are not allowed to be performed by non-OMFS dentists. NJDA Legal Counsel and Executive Director Art Meisel feels that the position taken by the State Board is indefensible. If the scope of practice in this region covers OMFS, so should it cover other dentists. Many non-OMFS dentists took these pharmacological injectables courses for training to do such injections and now feel they spent their time and money for naught. NJDA will act on this matter in a timely fashion.
Lawsuit Updates:
Anti-Assignment Clauses Lawsuit- Ruled against NJDA in the Appellate Division. Art Meisel feels they were wrong. The NJDA Board of Trustees has authorized Mr. Meisel to seek review by the State Supreme Court. It is not guaranteed that the lawsuit will progress to the NJ Supreme Court.
Maximum Fees for Non-Covered Services- We are awaiting a decision as the case was argued over 3 months ago.
Illegal Teeth Whitening (Beach Bum Tanning Lawsuit)- Based on unfair competition. This is being argued on January 19th.
Recovering Overpayment from Out-of-Network Dentists Lawsuit- No argument date has been set yet. It will probably be in early-mid February.
State Board Appointments- Many current State Board of Dentistry members are hold over's that have had their terms expire and are still serving. Most are seeking re-appointment. In addition, there are 9 dentists who are not currently on the board seeking to fill these expired positions. The governor's office, as a courtesy to NJDA, seeks the council's recommendations and the council reviews the CV's of the candidates should they request our backing (2 CV's of new candidates were reviewed during the meeting). This does not guarantee that our feedback will have any influence on the governor's decisions and to date no new appointments have been made.
New Business:
Physician-Dentist Loan Redemption Program Legislative Idea- There is a program that allows up to $20,000/year in loan redemption but GP's in private practice are not qualified unless they practice in offices that have sliding fee schedules. Many NJ under served Medicaid dental practices cannot have sliding fee schedules by state law. Our legislative proposal seeks to redefine the qualifications to include these types of dental practice structures to facilitate NJ's newer dentists' access to this loan redemption program. We feel that by creating this impediment and making NJ less desirable for young dentists to work in, the law as it stands negatively affects access to care.
2012-13 Legislative Priorities- A brief discussion concerning possible legislative priorities ensued, including a mention of NJ's need to develop its own state health insurance exchange before the fed mandates its own on NJ and what role oral health coverage will play as it's formation takes shape.
NJDA Noteworthy News
Dr. Privu Gupta was introduced as the new trustee representing Bergen.
It was announced that Dr. David Donati has resigned his position as NJDA Secretary, and Dr. Gregory LaMorte from Essex has been appointed for the position for the remainder of this year.
Dr. Thomas Rossi was appointed Trustee and Dr. Renee Arace appointed Alternate Trustee representing Essex.
It was decided by the Board that the succession of officers will begin with the position of Secretary rather than the position of Treasurer. Dr. Gregory LaMorte will run for the position of Treasurer for the administrative year 2012-2013 and the new officer will become the Secretary for the 2012-2013 year. Dr. Roshong will succeed to the position of Vice President.
A resolution from the Council on Annual Session to the Board was approved. This resolution addresses the comps that are provided at the Annual Session.
The NJDA President and his/her spouse or guestshall be complemented:
1. Their hotel room* for up to three nights,
2. Up to three additional hotel rooms for the night of the event honoring the
President (hereinafter known as the President’s event),
3. Eight tickets to the President’s event (included in the eight are the tickets for
the President and his/her spouse or guest),
4. All social events and activities and continuing education classes.
The NJDA President-Elect and his/her spouse/guestshall be complemented:
1. Their hotel room* for up to three nights,
2. Two tickets to the President’s event,
3. All social events and activities and continuing education classes.
All other NJDA elective officers the NJDA Editorand the NJDA immediate past presidentshall be complemented (provided that he/she attends the corporate partner reception AND performs all assigned tasks at the Dental Conference and Expo):
1. Their hotel room* for up to three nights (Thursday night will not be
complimentary if you do not attend the Corporate Partner Reception),
2. One ticket to the President’s event,
3. All other social events and activities and continuing education classes (spouse
or guest will be billed for his/her welcome dinner meal after the conference).
The members of the Board of Trusteesshall be complemented:
1. One ticket to the President’s event (the student component trustee shall receive
two tickets),
2. The welcome dinner (spouse or guest will be billed for his/her meal after the
conference).
The chairperson of the Council on Annual Session and his/her spouse/guestshall be complemented:
1. Their hotel room* for up to three nights,
2. Two tickets to the President’s event,
3. All social events and activities and continuing education classes.
The component members of the Council on Annual Session(including the appointed representatives of the NJDAA and NJDHA) shall be complemented:
1. A hotel room* for up to three nights provided that:
a. the member misses no more than two planning meetings, OR
b. receives an excused absence from the chair for any meeting not attended beyond the two allotted,
AND
c. attends the corporate partner reception (if the council member does not attend the corporate
partner reception he/she will not receive a complementary Thursday night stay), AND
d. performs all assigned tasks at the Dental Conference and Expo,
2. One ticket to the President’s event,
3. One ticket to any ticketed social event/activity.
NJDA Past-President’s (excluding the immediate past president) shall be complemented:
1. One hotel room* for the night of the President’s event, provided he/she attends
the President’s event and also attends the House of Delegates session if it
occurs at the Annual Dental Conference,
2. One ticket to the President’s event.
The Presidents of the New Jersey Dental Assistants’ (NJDAA) and New Jersey Dental Hygienists’ (NJDHA) Associationsshall be complemented:
1. Two tickets to the President’s event.
NJDA Consultants that meet with the Council for planning purposes and/or are asked to perform a specific task at the Dental Conference shall be complemented:
1. Hotel room(s)* as determined by the NJDA President and Council Chair,
2. Ticket(s) to the President’s event and all other ticketed social events/activities
as determined by the NJDA President and Council Chair.
Invited guests and their spouses/guests shall be complemented hotel rooms* for up to three nights, all ticketed social events and activities, continuing education classes and the President’s event. This group shall include:
-The President of the ADA
-The ADA Fourth District Trustee
-Dean, UMDNJ, New Jersey Dental School
(Deans of other dental schools shall be complemented one hotel room night and two tickets to the
President’s event)
-The Presidents of the following State Dental Associations: Connecticut,
Delaware, District of Columbia, Maryland, Massachusetts, New York,
Pennsylvania

Mr. James Schulz reported that starting in January 2012, Ms. Meera Rathi, a Rutgers senior majoring in Public Health, and a pre-dental student, will be an intern working with him. Also, Mr. Schulz reported that the he has been working with the UMDNJ School of Public Health and the NJ Public Health Institute to identify graduate students to develop an Institutional Review Board (IRB) approved study of fluoridation in New Jersey. Both Ms. Rathi and the graduate students will not receive a stipend from the NJDA. Instead they will receive college credit for their efforts.
Mr. Schulz reported that we are moving rapidly with the Oral Health Surveillance Survey. This is the oral health assessment screening 3rd grade students throughout New Jersey as determined by the CDC. Hopefully, this data will satisfy the 2 of the PEW Report's benchmarks for pediatric oral health care (share of schools with sealant programs/children with sealants and tracks pediatric oral health data) which improve our state's overall grade of "F".
The Health Insurance Exchange provision of the Affordable Care Act (aka ObamaCare) must be put into effect by any State before 2014 in order to have control over what NJ's exchange program will look like. If not, NJ will be subject to the Federal Government's version. He expects NJ's legislation to move again in the Lame Duck legislative session. However, the Governor will likely veto the bill and wait for recommendations from his administration on what it should look like. Three important questions for dentistry in the exchange bill are (1) should it include adult dentistry; (2) what pediatric oral health benefits should be included (this is a mandatory provision federal that has yet to be defined) and (3) should dental only insurers be allowed to sell on the exchange and partner with other medical/hospital insurers to develop a complete benefits package similar to what we lobbied for in Washington with the federal Act (NJDA's already working on this with MET and Delta Dental).
Legislation we are tracking in Lame Duck has to do with plastic/cosmetic surgery. NJDA was amended out of a bill being pushed by the plastic surgeons who do not want anyone other than them performing these procedures.
NJDA is also watching legislation which impacts single room offices where surgeries are performed. So far, dentistry and dental offices are not included in the bill, but we continue to monitor the bill's progress closely.
Meetings and Events
Ms. Maureen Barlow reported that plans for the 2012 Annual Session at Ocean Place are going well. On Friday the event of the day will be a Street Fair and on Saturday, we will have a Hi-tec Vendor Fair. The speaker sub-committee is working on the line-up.
Ms. Barlow is working on developing this as a resort family weekend. There will be a Kids Kamp with land and water sports as well as adult activities. She is presently negotiating the contract for 2013; Ocean Place is very interested in working with us.
Membership
Regarding membership, approximately 90 less members are paid to date than this time last year.
NJDA is working on a three part series of lectures for female dentists. In January we will have a legislative piece; in March a clinical piece partnering with Henry Schein and in April we will have Eva Brazel, an oral cancer survivor. We are hopeful that Senator Allen might join Ms. Brazel.
Ms. DeCotiis reported that Dr. Gautam Govitrikar from Middlesex has been very helpful in formulating ideas for the recruitment of dentists of Indian origins. A CE course is scheduled for February. An Immigration Attorney will speak at the course concerning different citizenship status.
Communications
The Board approved Mr. Eric Elmore's new proposed Partners Program in which the different programs ; i.e., Partners Program and Endorsed Program, were re-examined. The distributed All New Partners Program discusses the balancing act of the two different programs, the challenges of merging and the final reengineering of the Partners Program. Two higher levels have been added and annual payment increases have been added for each level. We will still be doing an individual contract with each participant.
